Give them freedom of speech. Every employee should be heard and allowed to keep their point of view. The group of ideas can do wonders.
Encourage and Reward
In the end, reward your best employee. The best way to do that is to display their name on the notice-board for a week to encourage others.
Incentives
Give them an incentive to participate. It should not necessarily be a cash reward. Incentives can be giving little relaxation on the activity day.
